Tropical Storm Elsa threatens Florida’s northern Gulf Coast
Elsa weakened from a hurricane to a tropical storm Wednesday as it threatened Florida’s northern Gulf Coast after raking past the Tampa Bay region with gusty winds and heavy rain. Gov.
